VIX API 1.10.0 beta

Can someone explain to me why this fails on ESX 4.1? I'm using the VIX API 1.10.0 beta and I'm making a simple RunProgramInGuest call. I get an error that it can't login to the Virtual machine even though its on. It's a version 7 VM. Is there something special I have to do for ESX 4.1?

My pass is connected to host (1048638)

about to open test/test.vmx!
